STM32F072 PowerOn Not in Run Mode

I have STM32F072 Discovery board, I am running some demo program, now the issue is, when I power on the discovery with USB or external supply, it doesn't boot into run mode/Program Mode, I have to reset the MCU, in order to run it. 

Where is the issue? I am unable to understand.

How do you make this determination?

Can you output to a GPIO or LED prior to initializing the clocks?

Does the ST-LINK have current firmware?

Have you reviewed the state of NRST and BOOT pins?
