How many cycles erase flash?

That appnote is dated May 2012, the STM32F030 was introduced in 2013, thus the appnote is not pertinent to the '030.

In doubt, the datasheet values should prevail.

Didn't we already discuss this? Pick up the phone an talk to your local ST rep or FAE, that way you can get a definitive number.

I'd assume it's not a typo, and there are reasons to shrink the number. It wouldn't take much to test the resiliency in nominal conditions.

Better yet think about why you need to have 1K erase cycles in your product, if there are more effective solutions, and how you can decimate that with simple journalling, or wear leveling.
