Though this might be more of a driver/dll issue, and you want to get current versions of those, along with the ST-LINK Utilities.

If the problem persists you need to look at the power supply, and jumper settings about where the board is deriving power, because the messages suggest the F7 isn't running.

The ''connect under reset'' settings look like they would address erant code, you could also try pulling BOOT0 high, after you have confirmed you have 3V available, and it's running the part.

Hello,

As clive has said, it is clearly a power problem.

So can you please check that jumper JP1 is in position 2 (5V link) and LD2 is on

Just to understand:

Your board already is Mbed enabled (embed STLink V2-1) as shown in this

So why do you need to get STLink V2-1? and you already have it?

even the 

FAIL.TXT :: ''The interface firmware FAILED to reset/halt the target MCU''

is shown within the MSD drive, which confirm that your board is with ST-Link V2-1

Then you have shown us another snapshot (the ST-Link Upgrade one) with V2J25S4, that is absolutely for STLink Standalone.

Can you please clarify ?

Your original screen shot shows V2J25M13, do you have multiple ST-LINK attached to your machine? Remove everything except the STM32F7-DISCO board. Make sure it is jumpered to use power from the on-board ST-LINK.

I've pointed at the current update file, it contains multiple images for different ST-LINK variants, it will not let you flash the Stand-Alone ST-LINK with the mbed ST-LINK/V2-1 firmware, they use a different F103 part.
