Should we infer that the schematic is incomplete?

Is the 407 at least sharing a common ground? Is the 407 powered?

Not sure there are that many users here familiar with the hub in question, I guess we'll see.

Tips, buy me a coffee, or three.. PayPal Venmo Up vote any posts that you find helpful, it shows what's working..

Is VDD 3.3V?

Shouldn't R8 be 1.5K?  27 ohms seems very low there.

A 6MHz crystal (and capacitors) across XTAL1/XTAL2 (30/29 pins).

Even when the base clock would deviate around 3-4%, the hub could be enumerated by host. But SOF synchronization on the hub could fail. Without SOF synchronization, babble error is wrongly detected by the hub, when downstream device is connected.
