The HAL library has not been updated since April 2016 dispite the bug reports...

I suspect the update rate is rather driven by code maturity and sales figures considerations.

An actual deprecation is usually preceded by an NRND announcement (Not Recommended for New Designs).

STM32F1 is NOT deprecated and the STM32CubeF1 package will be updated in coming period in order to be aligned with other packages besides to fixing some issues and adding enhancement.

Its' right that STM32CubeF4 package was updated more frequently as some new lines were added recently and have to be supported in the same package (STM32F413, F423, F4..). Also, any new STM32F4 board needs to be supported in the package (STM32F413H-Discoveryin February 2017,STM32412G-Discoveryand STM32F412ZG-Nucleo on July 2..)
