The ISAOE# signal is always high, why?

Hello, could help us with the strange problem.

We build up a system using STPCC5, and set the chip in the ISA mode. We know from the datasheet that the ISAOE# signal should go down when the SYSRSTO# signal is released. However, we find that the ISAOE# signal is keeping high from begining. Why? Anybody know the reason? Help Us!

What is the behavior of your system with this condition? what bios are you sing?

Could you please check your hardware and your ISA connection?
