STR910F Power consumption at low operating speeds

My question concerns power consumption at low operating speeds. AC current characterists in the STR910F datasheet indicates 1.7 mA/MHz typical in run mode, can I assume that this is a linear specification down at lower MHz? Having an ARM speced this way is not typical, usually power consumption is given for five or six speeds, and the consumption is not linear curve. Most ARM's that I have dealt with have high leakage at, say 1Mhz, so a large current offset exists, so I am wondering if I run this device at 1Mhz will the typical current still be 1.7mA or some offset + 1.7mA? (with only the 1.7mA/Mhz attainable at high speeds)

thanks
