It should boot out of whatever memory you've selected using BOOT0/1

You could check what memory is actually mapped at zero, and stopping in the System ROM (0x1FFFF000..0x1FFFF7FF) wouldn't preclude you from setting the PC to FLASH, RAM, or whatever.
