This isn't a sale portal, you'd need to discuss this with your ST sales people.
But, my general recollection is that MPEG-LA has a ''hot-potato'' model, where it's always the last one in the chain that has to make sure they've paid and licensed things correctly. And that still won't preclude others crawling out of the woodwork and chasing you for infringing on their patent(s).
