STM32F4-DISCOVERY LD8 lights whole time

LD8 LED is ON (USB over-current) regardless to program. Furthermore receiving data by UART3 using pin PC11 is impossible, but with PD9 works fine. Earlier

to the computer

is something wrong. Please tell me what  can cause problems.

     Do you mean before connecting USB?

     Could you share minimum helpful code to understand issue? (May be you forgot to enable clock)

I have worked on the program, that received data from UART3 and sended it by USB OTG to PC. It worked fine for a few weeks. Before the last connection to PC by CN1, when I saw, that pin PC11 was damaged (reception don't work) and LD8 is on, I had updated the ST-Link firmware to 2.19. After update I worked with my board for some hours. When I connected the Discovery to PC next day, there was  problem described above.

I think this is hardware problem (not in my code), because LD8 lights even if I clean flash memory using STM32 ST-Link Utility, but maybe there is some solution?
