I believe that ST maintains a list of consultants/contractors you can hire.

I'm neither your teacher or your employer, the functionality you describe seems like it is something that could be done by digesting the documentation for the stack, and playing with the examples.

I am new to this.

This doesn't really impart the skills you do have, perhaps you can enumerate some to frame the discussion.

Project Selection

Part selection

Tool selection

Programming

Embedded programming

Network packet communication

Wireless networking

Yeah I got that part of the requirement, but what SKILLS do you have, what would you put on your CV/RESUME as things you can actually do currently, or have done previously? I am new to this, does not impart any useful detail.

Is this a school project, or job related?

The functionality you describe seems like it is something that could be done by digesting the documentation for the stack, and playing with the examples. I'm not going to read the documentation to you.
