I am going to use usb on nucleo-f412zq but there is no HSE on the board how can i setup clock configuration to use usb? Thanks.

You may use the HSE in bypass mode (but HSI cannot be used).

Should be an 8 MHz signal for HSE provided by the ST-LINK.
